Osinaike expressed concern about the unauthorized change of building use in various parts of the state, which had been approved by LASPPPA. He emphasized that it is illegal for property owners to change the use of a building without approval from LASPPPA.

According to Osinaike, builders must obtain a planning permit before receiving a Letter of Authorization to commence construction. He stated that many property owners and developers had begun construction without this permit, relying solely on a green sticker or a Letter of Authorization.

Osinaike warned property owners and developers to take the matter seriously to avoid penalties as prescribed by state planning laws. He emphasized that having a planning permit before proceeding with construction is mandatory under the Lagos State Planning Permit Regulations, 2019.

He reiterated that the operations of the Lagos State Urban and Regional Planning Development Law 2019 are overseen by the Office of the Commissioner, Ministry of Physical Planning and Urban Development.

Osinaike underscored the importance of obtaining permits before commencing construction, stating that it is essential for proper urban planning and development control in the state, which would lead to a more organized and sustainable built environment.

He encouraged stakeholders in the built environment to contact LASPPPA’s Head Office or any of the 57 district offices situated around the state for change of use consideration and subsequent approval if necessary.
